Parking in the Village

Over the last few days there has been quite a stir about parking in the Village. Do you think that AV should have parking stickers? Do you feel that you can always find a spot near your unit? Are there commuters that park near you? Other thoughts about parking?

No parking stickers. The extent of the snow is extremely unusual, and not one upon which AV should base parking decisions. That being said, this isn't DC, downtown Bethesda, or North Arlington. Parking, to me, hasn't been a terrible problem

Question - Can AV ask Arlington County to make the streets zoned parking like North Arlington around the metros? Wouldn't that eliminate the problem re: commuters and construction workers? If we live here, we get a sticker from the county. And our guests would have 2 hour parking btwn 8am and 6pm (or whatever) and unlimited from 6 to 8.

This way we can eliminate the lively discussion about whether or not you think the AV board sucks or not, at least as it pertains to this topic.

The idea of "stickers" is thrown around a lot. It is not as simple as just throwing an AV Sticker on your car. Some the parking is owned by Arlington County and is technically public. Additionally, how do you determine how many stickers you get? Do you pay for the stickers? How do you enforce the rule? What about guests / family / dog walkers who come to your house? Do they need a guest pass? What about spots - do you assign spots or just have stickers? You could have a sticker and still end up parking far away from your unit.

All of these things were discussed and reviewed when the Parking Committee was created to conduct an in-depth look at the issue. A survey was conducted and ultimately, the problem was deemed to be localized or caused by outside circumstances (i.e the snow) and therefore not something AV wide.

Just in from the AV Blast:

Please be advised that some homes within Arlington Village will experience gutter damage due to the snow and ice accumulation. You will also see small to large ice mounds hanging from the buildings and gutters. Please avoid standing under any ice mounds, if you can reach any ice from your bedroom window, it would be very helpful to use a broom and remove the ice- please make sure that no one is standing below.

Management is aware of the concern and will address them ASAP. Thank you in advance for your patience and cooperation with this matter.

Wait. If Barton, Edgewood, 13th, etc. are "public" streets and therefore open to anyone, why do we have signs at the entrance to AV stating otherwise and threatening to tow?

I'ts pretty clear they are public streets. The signs are either out of date, or just wrong (and therefore w/o purpose)

I live on 16th St and before the snow started, have had trouble finding a place to park around my unit if I get home after 9pm. While I don't mind walking around the block or down to the community center to park, at 10pm or later, I don't always feel safe walking by myself.
When I first moved here 4 years ago, there were never this many cars and I never had trouble finding a place to park. Maybe it's time to do a survey again?

Personal safety is certainly an issue, Danielle. Those of us who park in the office's lot have the same problem vis-a-vis post-9 pm no spots. I've noticed a lot more group houses, where they all have cars, plus the boyfriends or girlfriends stay over. Also, at least one household of one-two adults has two cars plus a motorcyle--taking up three spots. Then there are the AV vehicles parked there.

Now I could be wrong, but my memory seems to tell me that Sec’y Kennemer (non resident owner) headed up that parking committee. You’re right, I don’t really recall what was communicated at the end of their work. I did complete a survey, and I believe they did re-strip some spaces around the Village to afford us a few extra spots. If you look at Kennemer’s real estate ads she frequently uses the phrase, “plenty of unstickered parking,” or something to that effect. From her real estate perspective, she obviously senses a value to potential buyers if parking is wide open. I’d read that as....buy in Arlington Village and park as many cars as you like. Once you’re an owner perspective changes as in....why does unit owner so and so have some many cars? I remember Kennemer saying that she was opposed to stickers because of the security risk, i.e. someone would know where you live. I don’t know if that holds much water. The bottom line is that the leader of the committee certainly had a bias going in to the deal. Now if she wasn’t leading it up, I’m sorry.... I thought she did. Cupcake will get to the bottom of it for sure.

Yesterday someone (av staff or Arlington county?) came by 16th st. and cleared almost one side of the street...so nice! It at least opened up a couple of spots.

My sidewalks were cleared every day after it snowed. Sometimes I saw the AV crew at 6am shoveling. My hats off to them! As far as assigned parking; forget it! It creates more problems than it resolves.

Has the AV staff given up on clearing the sidewalks? Many sidewalks are still very dangerous and I haven't see any effort to clear them since last thursday.

If you are complaining to the office because you can't park in a spot that someone else spent hours clearing, recommend you stop complaining and pick up a shovel.

OK, that appropriately termed AV"Blast"? Love the scolding tone. That's what we want--to be treated like kindergartners by the people whose salaries we're paying.

I did not use a chair or Swiffer to reserve a spot I dug out, but I sure wish I had--when I came home just as 2.0 was starting, an SUV had taken the spot I and my neighbors had cleared (we also cleared a lot more in the lot). There were no spots left, and I got stuck trying to leave the parking lot.

Reserving spots is neither illegal nor against any written AV by-laws. In cities where they're used to this sort of thing, it's actually written into ordinances that the practice is OK. Try Boston.

Totally agree with the commenter who said that the office gets an A for work during the storms, and a D after.

The blast seems to take the view that AV residents are being selfish and lazy. Residents have done a lot of shoveling--for themselves and others. It's now beyond our capabilities, especially now that we have huge mounds of pure ice.

Directly from the By-Laws: Section 11. "Parking Space. All parking spaces designated as such on the Plats and Plans shall
be used by the Unit Owners for self-service parking purposes on a “first come, first served” basis, except as the Board of Directors may otherwise determine. The cost of maintenance and repair of all parking areas shall be a Common Expense."

Additionally, placing chairs and other items in the Common Elements is against Section 12. "Use of Common Elements. No Unit Owner shall place or cause or permit to be placed on or in the Common Elements (other than in the areas designated as storage areas) any furniture, packages or objects of any kind, unless otherwise provided by the Board of Directors."

Leaving aside the small lot behind the office, under whose jurisdiction is the rest of the parking? I thought we had established it's the county, not AV. Thus, AV can write all the by-laws they'd like affecting those spots, but they're meaningless.

2:18 while you are reviewing the bylaws. Please look up our liability for injuries that could result from AV's failure to properly clear the sidewalks.

Are we just going to let it melt?

Per the bylaws, AV is responsible for maintenance of the common elements (i.e., the parking spots) and therefore responsible for removing the snow. It's comparable to the contractors they hire to remove the leaves that drop in the fall. They blow the leaves into big piles in the parking spaces and then later truck them off (i.e., to the ravine).
