According to the Sun Gazette:
"Ron Carlee, whose eight-year tenure as Arlington’s county manager has included challenges such as the 9/11 terrorist attack, an overheated real estate market and current economic slump, announced Aug. 3 he would be leaving the post to take a position with the International City/County Management Association in Washington.
Carlee plans to depart by November.
“My goals going forward are to take the lessons I have learned in Arlington and help advance professional local-government managers and prepare the next generation of local-government leaders,” Carlee said in a letter of resignation to the County Board."

My sources in the county indicate that he was pushed out by the board because he was "spending too much money."
Besides, they say he was only a "fair" manager at best.
