Upping the Ante in Arlington
January 28, 2011

The way Delegate Tim Hugo figures it, if Arlington County can spend millions on an I-95/I-395 HOT Lanes lawsuit that could cost Virginia taxpayers hundreds of millions of dollars in lost private sector transportation dollars and similar amounts of lost time sitting in traffic, maybe the County really doesn't need some of the revenue it has enjoyed in the past or is seeking from the Commonwealth of Virginia in the future.

And if the Arlington Board of Supervisors finds it acceptable to play the race card and sue a former Virginia Secretary of Transportation and current federal employee as individuals, and set a precedent that could have a devastating impact on other state and federal employees, then perhaps there is no reason to honor some of Arlington's legislative requests.

More specifically, Delegate Hugo has --
Introduced Budget Item #436 5h (page 378 after line 30) that states if the construction of a HOT Lanes project does not occur due to the actions of a specific jurisdiction, future funding allocations to the jurisdiction will be reduced to repay the Commonwealth for expenditures made for that canceled project.

Introduced Budget Item #447 3h (page 383 after line 39) that prohibits the Commonwealth from making future contributions to the Columbia Pike streetcar project.

Introduced Budget Amendment #455 2h (page 389 after line 21) directing VDOT's Auditor General to audit the use of state maintenance dollars and compare the condition of Arlington's roadways with other urbanized areas in the Commonwealth.

Delegate Hugo also expressed some concern about HB 1513 that would extend Arlington's additional transient occupancy tax until 2015.

It is unfortunate that the Arlington Board's actions could cause Arlington citizens and businesses to lose state revenue and potentially pay even higher taxes. However...

Ok...a lot of folks have been writing about the flyer that went out. Anybody else have thoughts on it? We were under the impression that only Arlington Village business could be posted at the garbage cans and put in everyone's door. (Reminder to everyone that ONLY mail should be put in the mail slot per Federal law.)

Can any group post at the garbage cans and send out flyers from the office?

As for the NASCAR drivers in the village...some roads already have speed bumps. Didn't the city do a review of the Arlington Village traffic and it didn't meet the criteria for more "traffic calming" measures?

evening, July 24th between the hours of 6:00 PM and 10:45 PM due to
the running of the Crystal City Twilighter 5K Race. Please plan accordingly.

The following lane closures will be in effect between 6:00 PM and 10:45 PM:
• Crystal Drive between 23rd Street and 20th Street - A single access lane will be provided to the entrance
of the parking garage at 2100 Crystal Drive. An exit lane will be provided at 2200 Crystal Drive with
access to 23rd Street
• Horseshoe driveway at 2121 Crystal Drive.
The following lane closures will be in effect between 7:30 PM and 9:15 PM:
• Crystal Drive between Route 1 and 15th Street.
• Two north bound lanes between 15th Street and 12th Street. Western-most northbound lane to remain
open for garage access. Access to 12th Street provided via 200 12th Street Driveway.
• One southbound Lane of Crystal Drive between 15th Street and 20th Street. Western-most southbound

Gate Guard at Pool

In the Crier it was announced that there would be a gate guard in addition to our 2 lifeguards. Every time I've gone to the pool I've only seen 2 people...is the 2nd lifeguard really the gate guard? Why can't we just put up "swim at your own risk" signs to get rid of this additional cost?

I received my Crier yesterday and I started reading about Arlington Village not having their taxes in on time...as in delinquent? The article reads as if our former management was not keeping up with this integral matter!!! Perhaps the Board should have said this a few months ago when a particular person was "let go"? Everyone couldn't figure out why the Board would just throw to the wind a loyal employee. It makes the blog wonder what else is amiss in the office because of this person??? Shouldn't we be suing the former employee to pay for the fines?

The Friends have held a book sale to benefit the Arlington Public Library since 1976, when it was an annual event. According to the August 1977 "Newsletter to the Friends of the Arlington County Library" (available in the Virginia Room), the May 1977 sale raised $1600 over two days. Proceeds from the Friends that year went to fund purchase of the Columbia Historical Society Records, juvenile programming supplies, Nancy Drew and Hardy Boys books, magazine subscriptions for Central and the branches, and more. Today, money earned through the Friends continues to support Library programming and collections, including our One Book - One Community program, Arlington Reads.

The blog has been oh so boring lately...hasn't it? At least that's what we've been hearing. So...what's new?

-AV has chosen a new Board Member to replace Brandie Davis...and the winner is Carolyn Amesse.

-The new Grounds company has been edging away...so if you see your sidewalks and trees being dug around and fiddled with you'll know it is because Blade Runners has started their new contract with us.

-We hear there are piles of chairs (a.k.a. parking markers) still in limbo since the snowstorm. Go get your chair!

I guess we are waiting to hear if the pool hours will be changed this season? There was a lot of chatter about that last year and lengthening the pool season as well. Any updates from anyone about our pool status?

Home Show Expo in Our Neighborhood

The Annual Home Show Expo is this Saturday, April 10th! It starts at 10 AM and goes all day until 4 PM at the Walter Reed Community Center.

This is a great and easy way to learn about remodeling everything from kitchens to replacing windows. Lots of companies will be in attendance!

Has anyone else been to the show before? Any good tips?

Arlington Village Garage Sale

Saw this on the county site and thought how great it would be if AV would do the same and have one of our own! I have lots of junk in my storage space that is just dying to be sold. Perhaps the money could go towards a local charity?

Come to Arlington’s Largest Garage Sale! The Arlington Civitan Club hosts Arlington’s Largest Garage Sale on the first Saturday of each month from April to November. You’ll be surprised at what you can find and rummaging is only part of the fun. 7 a.m. -1:30 p.m.

Location: Located in the I-66 garage in North Arlington adjacent to Washington-Lee high school and the Arlington Planetarium at 15th and North Quincy Streets, in Arlington, Virginia.

What: As we all know, this year's Clarendon Mardi Gras was cancelled due to the "Blizzard of 2010." Undaunted, the Clarendon Alliance has decided to hold a St. Patrick's Day Parade in its place. Workers at Giant

I'm not sure how many of you venture outside of your unit at 6:45 AM...but if you did you'd probably see the mass exodus of construction workers from their vehicles on some of the AV streets. Not that AV owns the streets around it however it is interesting to see how many workers park blocks from their work site.

Has anyone been having parking problems because of this? What do you think is going to happen once the project is complete? Will the tentants park underground or try and park near AV?

Have you been to the AV website lately? It has all kinds of new things...however some things stay the same like the fact that the March Crier hasn't been put online yet.

I especially like all the forms that you can see online. In the past it was like pulling teeth to get the right form and then make sure it actually got to where it was supposed to go.

To be noted...the new website has discussion groups! If we had this a couple of years ago we probably would have never started the blog to begin with. Maybe Team Blogger can take a break now that we have an alternative outlet?

"To move on to another parking issue, this morning I noticed contractors from the building across the street from Barton parking in the village. They were parking in the big, long, white truck."

I'm sure other people have noticed the workers on Columbia Pike working on the Giant complex are parking in the Village as well.

Also it was noted in other posts that it is supposed to get really windy, please tie down your chairs, markers, wine racks, whatever you are/were using to mark your spots.

I think people didn't understand yesterday's post. It was supposed to come across as humorous. As if...look what these idiots in Philadelphia are doing/saying.

I know it is hard to have a sense of humor about the parking situation in Arlington Village. Noone is happy. It has taken people 3 times the normal time to commute to their jobs all week and then when they get home their spot is taken or some AV staffer has moved their chair/table/what have you.

Who wouldn't or shouldn't be angry about that scenario?

All I can say is that I hope this weekend brings lots of sun and plenty of shovelers. Perhaps the staff, AV residents and mother nature can come together to get rid of this snow?

"In a city as old as Philadelphia, there are a great many time-honored traditions- the Mummers Parade, the yearly collapse of the Eagles, threatened garbage strikes, Justice Department probes of city employees and so on and so forth, et cetera, et cetera. In today’s Daily News (“The People Paper”) we are afforded a glimpse at another time-honored Philadelphian institution- that of using various pieces of furniture to hold your parking space, a precious commodity on the city’s narrow streets.

In the last two weeks, these spaces have become even more precious, due to some of the largest snowstorms in the city’s history. When people dig those spaces out, they want to save them by any means necessary, though doing so is technically illegal. The article is one of those slice-of-life pieces, giving many examples of the lengths to which people will go to save their spots and Mayor Michael Nutter even vaguely gives a winking approval to the practice. And, of course, with this being Philadelphia and this being the internet, there must be a group of reasonable citizens ready to weigh in on the matter, right?

i saw the news story where the woman complained of her tires getting slashed. She called it selfish. My thing is she was too lazy to park a bit further and WALK to her destination. Who is selfish now?

A woman and her dog once pooped right on my sidewalk and left it. I scooped it up, followed her home and dumped, no spreaded it, all over her front steps. Since then, no on parks in my shoveled parking spot. And all I put there, was a bucket of sugar.

Parking: Management has received several complaints regarding violations of the Parking policy. Please be reminded that Arlington Village does not have “reserved” parking. Parking spaces are available to residents and their guests on a “first come-First serve” basis. While we certainly understand that many of you have shoveled individual spaces, that particular space cannot be reserved exclusively for your unit. However, residents are encouraged to work together and shovel out additional spaces. This act of kindness will ultimately create more parking for everyone.

Snow Removal: The staff has worked diligently to manage the snow removal throughout the Village. Additionally, in an effort to create more parking for residents J&L contractors were contracted by the Village to assist with the removal/relocation of accumulated snow piles. They were able to create some additional parking but ran out of places to relocate the snow.

Roofs and Gutters damage: A property inspection has been completed and many roofs and gutters were damaged due to the snow storms. These damages have been noted for repair/replacement and will be addressed as soon as the weather permits.Please contact the office if you see any leaks in the ceiling or walls of your unit as a result of the snow melting.

Beware of Falling Ice

Please be careful when you go out your front and back doors. There is a large amount of ice and snow on the roofs.

Also, if you can, knock off any snow that is on low hanging tree branches and shrubs. If we get another wallop of snow tomorrow there is a high chance that many branches will come down. Helping shake snow off of the trees will decrease that chance.

I also got a report of a big tree limb by the units that are near the LA Bar and Grill.

Thanks for sharing your thoughts. In terms of money to the government, it really is a voluntary fee. If people don't want to pay, all they need to do is use a permanent bag. My goal is to influence people's minds, not get into their wallets. If the legislation is a true success, we will collect less and less money as consumers become more environmentally supportive. In DC, grocery and drug stores gave out tens of thousands of bags as the program started with many going to poorer residents. I am hopeful that we could work with grocery chains to distribute bags and then to continue distributing bags to food stamp recipients and seniors at no cost.

While the District adjusts to its recently enacted 5-cent tax on shopping bags, state representatives in Maryland and Virginia are finalizing drafts of similar bills for the start of the 2010 legislative sessions next week.In Virginia, Adam Ebbin (D-49), one of Alexandria’s three members of the House of Delegates, champions the proposed bill, which calls for a nickel tax on single-use paper and plastic shopping bags at “food, drug, liquor and convenience stores,” he said.“This bill is different [from previous years] because there are incentives for businesses, for folks to collect money from the small fee,” Ebbin said Wednesday. “It’s not a ban, it’s a consumer choice.”

Like the new D.C. law, the tax would benefit environmental cleanup efforts to the tune of either three or four cents per bag, Ebbin said, with businesses keeping one or two cents of the fee “depending upon whether they offer customers a carry-out bag credit program for reusable bags.”

Proceeds from the bag tax across the Potomac go directly to work cleaning up the Anacostia River, but in Virginia the funds from the proposed bill would go to the Virginia Water Quality Improvement Fund, Ebbin said.

Maryland Delegate Alfred Carr (D-18) is introducing the bill there and said Wednesday that he’s “in solidarity with Delegate Ebbin” because “environmental problems like this transcend political boundaries and it’s important that we work together as a region to address them.”

“The pollution from plastic bags in the streams and waterways is the fourth-most prevalent form of pollution behind cigarettes, food wrappers and plastic beverage bottles,” Ebbin said.

Former Alexandria City Council member Tim Lovain, a proponent of bag regulation while behind the dais, said he became focused on the issue after hearing from members of the Cousteau Society who informed him of the “Great Pacific Garbage Patch” located in the heart of the planet’s biggest ocean.

“I really appreciate Delegate Ebbin’s enthusiasm on this and his innovative ideas,” Lovain said, “especially, if you can say the money from the fees are going to a certain environmental purpose like that, it makes it a little easier for people to accept.”

Mentioning the willingness of businesses like IKEA and Whole Foods in reducing disposable bag usage, Lovain said, “It’s not like the merchants are all dead-set against it. There’s some resistance, but it’s certainly a trend that’s happening around the country.”

Additionally, Ebbin said, the five-cent fee on paper and plastic carry-out bags would likely save taxpayers’ money in cleanup efforts — the measure has a history of greatly reducing bag usage — as well as cut costs for retailers when it comes to stocking plastic and paper bags.

In Alexandria, shoppers also agreed that Ebbin’s proposed 5-cent tax would benefit a worthy cause.“I think it’s a good idea for environmental reasons and because of the economy and its effect on business,” said Lee Lynch, an Alexandria resident shopping with her two young sons in Del Ray.

“From a personal perspective it has made me change my mind about getting a bag, like yesterday when I got my lunch,” she said. “But from a family perspective we actually depend on the plastic bags for a variety of things so I’d pay the 5 cents. It wouldn’t bother me at all.”

Crime in Northern Virginia

There was a comment in the previous post regarding a murder in Northern Virginia. According to the report sent out by Captain Nuneville of the Arlington Police Department here are the details that are being released. It is my understanding this is near Liberty Tavern in Clarendon and that Mr. Diener was stabbed to death. Scary stuff.

HOMICIDE 12/29/09, 3200 block of N. 13th Street. On December 29 at 2:50 am, a deceased male was found in the street suffering from upper body trauma. The victim was identified at Carl Diener, 57, of Arlington. There are no known suspects.

Happy New Year everyone! Tomorrow we start a new year. Is there anything you would like to see in Arlington Village in 2010? I for one would like to see the meeting room and office renovated. The Board has been talking about it for awhile and with the new GM I think it is something that should be done. Anyone who has attended a board meeting knows the chairs are extremely uncomfortable, the table is falling apart and the room just looks shabby. The office, from what I saw at the annual meeting, is in great need of an upgrade. A number of the desks look like they are falling apart. I don't know the ins and outs of the condo budget but I feel like we could find the funds to make this happen.

I would like to see seeds distributed to interested residents again this year to help with bare spots. We had some great seeding this fall but I know there are several bare spots in my back courtyard.

I also want AV to continue to update the official website and begin an online version of the Crier.

Snow Storm Aftermath

It is hard to believe that all the snow from just over a week ago is practically gone. Are we in for another storm this weekend? I want to give a shout out to the Arlington Village staff for doing a great job of snow removal after one of the biggest snow storm in history. I also noticed several neighbors helping neighbors dig out their cars when the storm passed. My only complaint regarding the snow removal is aimed at the county. I am not sure why they could not plow Barton, Cleveland and other county streets. What is up with that? Columbia Pike was completely clear but yet I slid up and down AV streets for several days.

I have seen a few posts about parking. Some residents would clear out a spot only to leave and have the spot taken by another resident. All is fair I suppose.

Events in Arlington Village This Week

December 14th -- the Holiday Lighting Contest will be judged on Monday, Dec 14, 2009, starting at 7:00 p.m. Arlington Village Residents are encouraged to decorate the front of their units and have the front porch light on. The porch light must be on, but does not have to necessarily be integrated with the decorations.

December 15th - Board of Directors Meeting.

December 16th - the Annual Holiday Party. It’s a good way to see your neighbors and meet new friends. The festivities begin at 7 p.m. and there will be a fabulous spread of food, music, and door prizes until 9 p.m. You are also invited to B.Y.O.B (wine & beer) to share.

The Arlington Village Toys for Tots program is also in full swing, so please drop off a new unwrapped toy at the AV Condo office now until the night of the party on Wednesday, Dec 16th.

Contractors - Open Thread

Who do you use? Who do you recommend? There have been requests from residents to put this out there. Please don't bash contractors unnecessarily, but I agree, it is more helpful to hear from residents who they use for maintenance in the Village than looking it up online or in the Yellow Pages.

I have had great luck with Kolb Electric for electrical work. I also highly recommend talking to the office if you have a question about any work you are doing in your unit. The facilities manager, John, knows more about our units than any other person in the Village. Though I have never used it, I believe you can also ask the office to send a worker over for minor repairs (leaky faucet) and they charge a modest fee for the work.

Holiday Season

Some commenters on this blog believe I must drive around the neighborhood looking for items to comment on each day. Well, I can truly say I do not. Who has time to do that especially during this busy time of the year?

Having said that, I want to point out I have not seen many holiday light displays up so far this year. Are people feeling the stress of the Holidays? Or have people just not had the chance to put the displays up? I guess I am looking for some holiday cheer.

Should Arlington Village Move into the Social Media Age?

It is great that we have a new website out there for Villagers. It is not perfect, yet, but it is a good start. What is the next step? I would like to see an Arlington Village page on Facebook and the Board of Directors consider a twitter account.

The Environmental Resource Committee has incorporated twitter into its sight and I can definitely see the value. http://avgreenteam.wordpress.com/

More people each day rely on social networking and other sites to obtain information about our community and related news. My aunt sent me a friend request on Facebook the other day so it is certainly mainstream.

Having these sites out there, I feel, would only add value to our community and we should not be afraid of them. While I have received criticism as a blogger who blogs about Arlington Village, I believe the site has provided value and (some) transparency to a number of important community issues.

Sure, as Arlington Village, we can do nothing and keep the status quo. However, Arlington Village may think they control the message, but they do not. You can not control what is out there and being said on the web/social media/other sites. What we can do is embrace it and lead it.

Thoughts about moving our community forward and into the social media world?

Arlington County Holiday Food Drive Dec. 8-12

There have been a few articles in area publications about food banks and families needing food for this upcoming holiday season. It is a tough ecnonomy for a number of families and Arlington Village is not immune to this.

Providing food is a good way to share, and help your neighbors. Please consider helping if you are able to do so --

Help "Take a Bite Out of Hunger" for the holidays -- for the more than 1,000 families who reach out for food assistance in Arlington every week... a number that is growing.

December 8-14, 2008 is "Arlington Takes a Bite Out of Hunger Week." Most major County facilities will have donation boxes for food donations to support the Arlington Food Assistance Center (AFAC). Help us help those who are in need by donating non-perishable items:

Farmers Market On Sundays

Good news! The Sunday Farmers Market at the corner of Columbia Pike & Walter Reed will continue year around. This was published in yesterday's Washington Post. The hours are 9am - 1pm.

The Blogger has stopped by the market on several occasions and it is well attended. I wonder if Arlington has thought about expanding the market area into a larger space? That could attract more vendors and residents.

New Board = New Ideas from Residents

Thank you to everyone who contributed comments under the previous post. I know there were a number of people who did not agree that the Blogger should post the comments received from Residents regarding the GM dismissal. I, however, felt is was important that all sides be heard on this topic. There were some, er, interesting posts about religion. There were also personal attacks which I chose not to post. Clearly, there are issues between some residents. I believe 90% of AV residents could not care less about the fighting between residents and who wins the battle of the condo board Wednesday night. Most residents care only about what we pay in condo fees and sustaining the current level of service.

Now it is time to move our community forward.

With that, let's move on to another topic. We will have a new Board on Wednesday. What would you like to see improved in the community? I personally would like to see the pool dates and times extended. I would also like to see a GM in place who will help bring the community back together again with innovative and new ideas.

Annual Meeting Next Week & Misc. Items

I am creating an open thread for residents to comment on next week's Annual Meeting and whatever else is on their mind. It is set to be a contentious one. I hope that everyone in the Village plans to attend or turns in their proxy.

I received a number of requests from owners asking me to post items about the dismissal of the GM. I have been debating it. As an owner, I feel like the owners need to know. So, instead of me writing it, I thought I would let the comments speak for themselves.

PLEASE remember these are comments from OWNERS and not the BLOGGER. I do not have first hand knowledge of them. I am just passing them along to be sure there are several sides of this debate out in the open.

Comments received:

"The gm failed to pay our phone bills and the office phones were turned off the day after the board meeting in which she was let go."

"I received a notice about an unpaid maintenance bill from four years ago. Looks like the office is cleaning up the mess left behind."

"Why is it that the board is not telling more people about the GM's issues? I feel like if more residents knew they would not be so hard on the current board of directors."

"The file room was a pit. I can not believe the former board failed to see how bad things were or do anything to correct it. And the former president is running again on the alternative ballot? This person is who should be kept from the board."

"From my understanding, the AV audit reports clearly state the GM had a number of failings. Also, she failed to collect over $30,000 in funds due to the village just last year."

"There were several thousands of dollars of checks found in the gen managers office. She never got around to depositing them."

The Washington Post printed an article today about Columbia Pike and the improvements we are seeing. Looks like even with the economic decline Arlington is moving forward. What will be the impact on Arlington Village? The first thing that comes to my mind is the availability of parking.

Despite the tough economy, the majority of plans to revitalize and enhance Arlington County's Columbia Pike Corridor have remained on schedule, county officials said.

Before the economy began to flounder, the County Board approved several major projects, including hundreds of apartments and townhouses and dozens of retail venues and public spaces. Officials also set aside funds to build a streetcar and are working to enhance bus stops along Columbia Pike to improve transportation.

"Within two years, people will get the sense that Columbia Pike is changing," said board Chairman Barbara A. Favola (D). The changes will make driving and walking along the road a more engaging and attractive experience, she said.

Updates from the November Crier

Yesterday, Arlington Village residents received our monthly Crier. Wow! You can tell there is a great deal going on behind the scenes with the Annual Meeting next week. A couple of highlights from this month's edition:

1) There are several call outs asking owners to submit proxies by Friday, November 13.

2) Letter from the Board President indicating "......by now you have received an "alternative" ballot in the mail. If you are confused, let me make it clear. That mailing did not come from the Board of Directors or Village Management. Further, if you have already sent in your proxy you do not have to send in another if you are content with your first choices. I know the letter was confusing, but if you have already mailed your proxy then you do not have to do anything else."

3) From the bottom of the first page: "Former GM accepts severance package and signs a waiver that protects AV from any potential lawsuits and other legal actions."

4) Its official! Good news (at least to this blogger). Condo fees are being reduced by 2.22%.

5) We're still having a Holiday party (December 16) and lighting contest. Again, the Village is collecting Toys for Tots. This is a very worthy cause.

I am looking forward to what our dear residents have to say about this edition.

Veterans Day Holiday Tomorrow

As we reflect on what happened at Fort Hood last week, let us not forget that tomorrow is Veterans Day. We live so close to Arlington National Cemetery is it often easy to forget that soldiers who are buried there died protecting Americans and American freedom. Regardless of your personal views on the current wars in Iraq and Afghanistan, I hope you will take the time to thank a veteran or current service member for their service to our great country.

Veterans Day is also a Federal Holiday. From Arlington County's Website:

All Arlington County administrative offices, courts, schools, public libraries and nature centers will be closed Wednesday, November 11 in observance of Veterans Day. Pools are open limited hours. County offices, courts and schools will resume normal schedules on Thursday, November 12.

Curious about why Veterans Day is November 11? World War I ended on November 11, 1918. On the same date three years later an unknown soldier from that war was buried at Arlington National Cemetery. November 11 eventually became the date when America honors all who have served the United States in war. The President will lay a wreath at the tomb of the unknown solider tomorrow.

Village Owner Mailing with Alternative Candidates

Yesterday, like many Village owners, I received a mailing from concerned residents indicating there are alternative candidates who are running for the Board of Directors. Huh???

This mailing analyzes and provides opinions of the candidates who are on the official Arlington Village ballot sent by the Secretary last month. The signers DO NOT recommend any of the current Board candidates but the alternative slate.

Why are these current candidates running for the Board members so bad? Haven't many of them served this community for a long time? See the opinions in the mailing. I have my own, but I will keep them to myself and let the community speak up by voting.

Who are these alternatives? What will they provide for AV and who analyzed their voting records? There is at least one former Board member on the "alternative" slate. They have a voting record too and I would be interested in a similar analysis.
